A FEMA elevation certificate (EC) is an administrative tool of the National Flood Insurance Program (NFIP) providing the elevation information necessary to comply with community floodplain management ordinances. It is required by most insurance companies to determine the proper insurance premium rates relative to risk.
Who Needs this Certificate?
A flood elevation certificate provides precise elevations of their property in relationship to the base flood elevation (BFE). There may be a requirement by your insurance carrier to provide a flood elevation certificate for purchase of flood insurance if the property is located within a flood hazard zone as determined by FEMA (Federal Emergency Management Agency). This requirement may be triggered as a part of the sale of the property or as a part of a new construction or remodel a building.
An elevation certificate contains elevations around a property and compares them to the floodplain elevations determined by FEMA. This process allows owners to demonstrate compliance with flood plain management ordinances, and helps an insurance estimator or public officials determine the actual flood risk to a property.

Who can prepare an Elevation Certificate?
Elevation Certificates (EC) must be prepared and certified by a Licensed Land Surveyor, Registered Professional Engineer, or Architect. In addition, EC’s must be certified by a Registered Professional Engineer or Licensed Land Surveyor if the EC is intended to support an application for a Letter of Map Amendment or a Letter of Map Revision Based on Fill.
